The User Activity tool was custom-designed by our vendor (Longsight). Similar to Blackboard's "Performance Dashboard," it provides a quick look at students' activity in the course (when they first/last logged in, total time spent in the course site, etc). If you enable this tool, a User Activity button is added to your course menu, which you can hide from students if you want (under Site Info > Page Order). If you leave it visible to students, they can click it to see their own stats only. Once you have some student activity to view, you'll see that this is a great tool! Sakai tools can be turned on or off in courses by going to the Site Info area and clicking on Edit Tools.
